Lawmakers discuss impact of proposed closures of SCI Rockview and Quehanna Boot Camp

On April 16, 2025, a group of Pennsylvania lawmakers, led by Policy Committee Chairman David H. Rowe, Representative Kerry Benninghoff, and Representative Dallas Kephart, convened to discuss the proposed closure of two significant correctional facilities in the state. The hearing, titled “The Impact of Prison Closures in our Communities,” addressed Governor Josh Shapiro's plan to close SCI Rockview and Quehanna Boot Camp.

The facilities serve as major employers in rural Pennsylvania, providing over 1,000 jobs and housing 2,500 inmates. The closures are presented by the administration as a cost-saving measure, though no subsequent plans for the unused facilities have been disclosed.

Addressing the issue, Rowe highlighted past expenditures, stating, “Since 2006, more than $180 million in taxpayer money has been spent to maintain state facilities that are already closed.” He expressed concern over SCI Rockview and Quehanna Boot Camp potentially becoming burdens on taxpayers.

Benninghoff voiced his concerns, saying, “My frustration lies with the fact that the Shapiro administration has failed to provide us with answers to the questions we have about why these two facilities within 30 miles of each other are being targeted for closure.” He emphasized the economic impact of job losses and the potential strain on local suppliers.

Kephart defended the efficacy of Quehanna Boot Camp, stating, “Quehanna Boot Camp has more than proven its worth in reshaping troubled individuals.” He criticized the Department of Corrections report for underrepresenting the facility's positive effects and urged Governor Shapiro to visit the center.

The hearing included testimonies from various stakeholders such as Greg Scott, John Eckenrode, Stephen Clark, Alisa J. Liptak, Frazer Blake, and Josh Paul. The session aimed to highlight the concerns surrounding the proposed closures and the broader implications for the community.
